CAMPUS RE-OPENING

IN VIEW OF PHASE 3, National Recovery Plan (NRP)

 

The Management & Science University (MSU) will re-open its campus from 15th October 2021 onwards. This is pursuant to the Ministry of Higher Education’s decision to allow for higher educational institutions to continue its academic 2020/2021 semester. The reopening is a part of the IPT Recovery Plan (Pemulih IPT) which allows for the return of 6 categories of students (refer to earlier circular on campus re-opening issued by MOHE, dated 15 February 2021 and the MQA’s Advisory Note No 4/2020 dated 29th May 2020).

With the campus opening in stages, priority will be given to the following groups of students :

  1. Post graduate students
  2. Final year students (due to complete the studies within the semester)
  3. Students undergoing programs that are under the purview of professional bodies on required practical hours to be completed i.e. Malaysia Medical Council, Board of Pharmacy, Nursing Board etc.
  4. Students undergoing TVET and skill-based programs
  5. Students undergoing clinical studies
  6. Students undergoing Lab-required programs
  7. Newly registered students

Everyone’s safety will be of utmost priority during the reopening of the campus. MSU is strongly committed towards teaching and learning, therefore readiness and adherence to the SOPs and requirements to protect the health of our students, staff, and the campus community will be deemed as necessary and crucial. This advisory note aims to facilitate our adaptability as we move on with life on living with COVID within the campus environment.

The following points are to be strictly observed:

SECTION A : CAMPUS RE-OPENING GUIDELINES CRITERIA FOR STUDENTS ALLOWABLE FOR PHYSICAL CAMPUS LEARNING ACTIVITIES

  1. Local
    • 1.1 Students who have completed 2 doses of vaccinations; and have completed the vaccination maturity period (tempoh matang) of over 14 days

      1.2 Students illegible to return to campus are required to log in to http://eklas.msu.edu.my/ to fill in the health declaration form and submit the form online. Once submitted, students will receive the system auto-generated “Returning to Campus: IPT Recovery Plan” letter via email, for the students’ perusal i.e. travel, transportation etc.

  2. International
    • 2.1 Students who have completed 2 doses of vaccinations; and have completed the vaccination maturity period of over 14 days.

      2.2 Categories of international students allowed to return include
      • i) New and returning international students (EXCEPT those from the RESTRICTED countries) are bound by the SOP & guidelines set by the National Security Council (Majlis Keselamatan Negara - MKN)
        ii) Students who are UK citizens; and
        iii) Students undergoing mobility & edutourism programs

      2.3 International students must have
      • a) Completed 2 doses of COVID-19 vaccinations
        b) Submit MyTravelPass through Education Malaysia Global Services (EMGS) at www.educationmalaysia.gov.my;
        c) Submit a copy of the students visa approval letter by Director General of Immigration Malaysia;
        d) Undergo and tested NEGATIVE for RT-PCR-COVID-19 test at least 72 hours before departure to Malaysia;
        e) Download the MySejahtera application on their mobile phones and complete the needed information within three (3) days before arrival;
        f) Status of vaccination based on home country if/when necessary
        g) Made full quarantine and COVID-19 swab test charges* via online, through the MySafeTravel/Aplikasi MyQR under MyEG at www.myeg.gov.my and present the proof of payment slip at the International Point of Entrance (PMA); and
        h) Present the approval letter for registration upon entry.

        *Expenses and charges for quarantine & tests are borne by the students

SECTION B : ENHANCED STANDARD OPERATING PROCEDURES (SOP)

The official announcement by Ministry of Higher Education on “Pemakluman Prosedur Operasi Standard (SOP) Bagi Pengoperasian Institusi Pendidikan Tinggi Swasta (IPTS) dated 4th October 2021, is referred.

  1. Health & Safety on campus

    To ensure everyone’s safety during the campus reopening, we are pleased to inform that through PaCE, we have achieved:
    • 100% FULLY VACCINATED STAFF, both academic and administrative staff.
    • 90% FULLY VACCINATED STUDENTS. This rate is expected to increase as the vaccination process continues at MSU PPV.

    Absolute adherence to health and safety measures include:
     
    • 1.1 MySejahtera
      The MySejahtera application will be fully utilized for entrance checkpoints within the campus. Do ensure your health status are updated at all times.

      1.2 Temperature checks
      Checks will be done at the designated entry points before you enter the premises including the office areas/faculties/schools/departments. Please cooperate and be honest with your health conditions, i.e., if you have a fever, you must not come to campus (provide a medical certificate or MC when requested);

      1.3 Hand Sanitisers
      Observe personal hygiene at all times. Although sanitisers will be provided at the designated spots within the campus, you are encouraged to bring your own. Please sanitise your hands or wash your hands regularly.

      1.4 Facial masks
      A mask is to be always worn when you are in the public areas. Avoid crowded areas. Double masks are encouraged.

      1.5 Physical distancing
      Always maintain the one-metre physical distancing protocol.

      1.6 Quarantine Procedures (pls refer Section A: 2 above)
      • 1.6.1 Local
        • a) Students status are to be reported to the Students & Career Development Department (SCD), to track the health and home quarantine status on daily basis.
          b) Upon completion of the quarantine period, students will be notified by the SCD, as advised by the MSU Covid Assessment Committee and will be able to enter the campus.

        1.6.2 International
        • a) All international students are COMPULSORY to undergo a four-teen (14) days quarantine at the Quarantine Centre assigned by the Ministry of Health, Malaysia. Extension for an additional 7 day quarantine will be
          b) determined if necessary.
          c) MSU will be notified once the quarantine period is over, to facilitate students move to their respective residence / homes in Malaysia.

        1.6.3 Testing
        • Student who are interested to undergo Covid19 testing:
          • i) Testing can be done at MSU Medical Center (MSUMC)
            ii) Payment will be borne by students.

  2. Handling of Covid-19
    The MSU Covid Assessment Committee is dedicated to overseeing the operations involving the process and procedures in handling of any COVID cases within campus, should they arise.

    This committee will be responsible to advise the management / students / staff / visitors on COVID related issues where necessary.

    Below are the general precautions to be observed:
    • 2.1 For Covid-19 positive students:
      • 2.1.1 At the Residence
        • 2.1.1.1.1 Students will be quarantined for 10-14 days at the designated floor at The Residence.
          2.1.1.1.2 Students movement will follow SOP i.e., in/out access at The Residence will be monitored.
          2.1.1.1.3 Meals will be arranged for students under quarantine.
          2.1.1.1.4 MSU Medical Centre will be notified on matters that require medical attention.
     
    • 2.1.2 At home / rental homes
      • 2.1.2.1 Students on home quarantine are responsible / required to observe the SOPs throughout the duration of the required quarantine period.
        2.1.2.2 Students are required to inform the mentors, on their quarantine status and to be responsive when contacted.

  3. ACADEMIC
    • 3.1 Notifications via text-messaging and emails were already sent to the identified groups of students who are allowed to return to campus. Students are required to complete and submit the attached documents including Student’s Movement Details & Health Declaration.

      3.2 Teaching and learning will be implemented via
      • i) Physical or Face-to-Face
        ii) Hybrid mode (Online, Physical and Blended)
        iii) Online for students based on locality where / when necessary

      3.3 Timetables for this semester will take into account size of class and rooms utilization to ensure efficient crowd management is observed.

      3.4 Timetables and scheduling are to be referred to the respected faculties and schools. Do contact the Dean’s office or mentor for advice.

      3.5 Communication
      Students are required to contact the Dean’s office/faculties/schools for clarification on issues relating to academic or timetables.

SECTION C : MOVEMENT AT ENTRANCE & EXIT OF CAMPUS

Banners, signages on SOP and Covid19 awareness will be visible upon students’ entrance into the campus. Students are cautioned to observe them.

  1. Security on movements on campus will be of utmost importance.

  2. Students, staff, and visitors must use the designated entry points: There will be 4 entrances:
    • a) U Square (for all students/staff/visitors),
      b) Management Tower (for staff and students with physical disabilities),
      c) The Residence (campus entrance via The Hub),
      d) Entrance via the MSUMC Private Specialist Hospital will also take the route stated in (d) above.

  3. It is COMPULSORY for students and staff to always wear/display their University’s IDs. Actions will be taken against those who do not comply.

  4. All are advised to follow the SOPs and instructions when visiting the campus premises and facilities,

  5. On rainy days, the entrances at U-Square/Concourse will still be open. However, Level 1 elevator (Chancellor Hall lift lobby) will accessible should situation arise.

SECTION D : OTHERS

  1. Amenities and outlets, i.e., The Hub, Starbucks, Subway, myNews and the likes will resume their operating hours upon the campus re-opening. Staff of these establishments have all been fully vaccinated.

  2. These outlets are also registered with MySejahtera so all are advised to adhere to the SOPs accordingly.

The University will continue to keep all posted on all matters with regards to COVID19 situation. We are committed towards the sustainable health and safety of our students, staff and those relevant to the university.
